The Board of Directors is supported by our Senior Management Team, led by Sudarnoto Osman. The team has a wealth of relevant industry experience, and is tasked with the delivering and implementation of the Sarawak Digital Economy Strategy.

DATO IR. TS. SUDARNOTO OSMAN

Chief Executive Officer
Encik Sudarnoto Osman earned his bachelor’s degree from the University of Tohoku, Japan in Electronic Engineering and after graduating he started his career with Matsushita Air-Conditioning R&D Sdn. Bhd (Electrical and Electronics Development) in 1993.
His mobility career started in 1994 with Celcom Malaysia Sdn. Bhd. He was instrumental in expanding Celcom network and initiated the 2G network rollout throughout Sarawak. He was also appointed on ad-hoc basis as a consultant on several international assignments under Celcom International Ventures. He left Celcom Malaysia Sdn. Bhd in September 2000 to join Maxis Mobile Sdn. Bhd. and he embarked on Maxis network rollout in East Malaysia. He left as Regional Network Head at Maxis Broadband Sdn. Bhd. in March 2013.
He continued his career by venturing into telecommunication infrastructure business when he was appointed as Chief Executive Officer at SACOFA Sdn. Bhd. (“SACOFA”) in April 2013. During his tenure at SACOFA, he expanded SACOFA’s business and network beyond Malaysia. He was also appointed in various capacity in other organisations such as PT SACOFA Indonesia, PT BINA Indonesia, DSTA Sdn. Bhd., Malaysian Access Forum Bhd., Persatuan Infrastruktur Telekomunikasi Malaysia, and Konsortium Rangkaian Serantau.
He was later appointed by the Sarawak Government to spearhead Sarawak digitalisation initiatives as Chief Executive Officer of Sarawak Digital Economy Corporation Berhad on 15th May 2020.

MALSENI JAMAL

Chief Operating Officer
Puan Malseni, graduated from University of Malaya in 1995 and started her career as Public Relations Administrative Officer at Housing and Development Commission of Sarawak before she embarked on her legal career in Miri. She started her chambering with Messrs. Bong & Co. Advocates, where she is heavily involved in litigation and general conveyancing work.
In 1999, she was admitted and enrolled as an Advocate to the High Court in Sabah and Sarawak in which she was later offered as a Legal Assistant at the said firm. Having gained a diverse range of experience, knowledge and exposure, she established her own legal firm together with a partner, under Jamal & Lau, Advocates & Solicitors, offering a full range of legal services. In 2003, she was admitted as a Syarie Practitioner under Sarawak Syariah Ordinance 1991.
She joined SACOFA in May 2005 as a Legal Manager where she set up the Legal & Regulatory Division. Her career in SACOFA spans over 16 years where she holds various positions including Head of Strategic Planning and International Liaison, Commissioner of PT SACOFA, and PT BINA Director. She also served as Alternative Director to SACOFA CEO in Malaysian Access Forum Bhd.
Due to her vast legal and international business exposure, she was later appointed as Chief Operating Officer of Sarawak Digital Economy Corporation on 1st September 2020 to fast track digital initiative implementation.

TS. HAMADLAN HJ HAMDAN

Chief Technology Officer
Ts. Hamadlan is an IT expert with over 20 years of experience in IT services management, ITIL, method processes, strategic technology planning, and building cost-effective solutions to fulfil customer business objectives.
He holds a diploma in Computer Science from Universiti Teknologi Malaysia, Bachelor Degree in Information Technology from Universiti Malaya and Master Degree in Information Technology from Universiti Teknologi MARA (UiTM). He is also a member of the Malaysia Board of Technologists (MBOT)
He began his career in the telecommunications industry in 2000 with Maxis Communication Berhad, followed by UMobile Sdn Bhd and overseas companies such as Saudi Telecom Company (STC), Saudi Arabia (ZAIN) and Kuwait Viva.
Throughout his career, he has worked on policy, strategic planning, IT service management, consultation, and a wide range of other initiatives. He returned to his hometown in December 2013 to work for SACOFA Sdn Bhd, where he developed and managed the operational transformation division, which encompassed the domains of the transformation strategy, transformation performance management, process transformation, and workflow automation.
Later, he was appointed as Deputy General Manager of Sarawak Multimedia Authority (SMA), where he oversaw collaboration between the state government, private sector, and the people in order to comply with the state’s Digital Economy strategies. Ts. Hamadlan was then appointed as Chief Technology at SDEC, where he is in charge of overseeing digital economy initiatives and network operations beginning November 2021.

NEE NGIE SING

Head of Network Engineering and Operation
He started his career with Maxis Broadband Sdn. Bhd. in 2002 and he was part of the team to expand Maxis network throughout Sarawak. While in Maxis, he was heavily involved in network operation and service quality management that requires strong technical expertise and analytical skills. He left Maxis in 2014 as Network Optimization Lead for Sarawak region and join SACOFA as Head of Network Planning. He was instrumental in the planning of the new generation SACOFA IPCORE, DWDM, and PTN network for Telco’s mobile expansion. He later joined SDEC on 11 August 2020 as Head of Digital Economy Project and Technology. He holds a degree in information technology and diploma in electronic engineering.

HAZWAN RAZAK

Head of Innovation and Entrepreneurship
Hazwan Razak is the Head of Innovation and Entrepreneurship where his team focuses on building a robust ecosystem that supports local start-ups and entrepreneurs and providing employment opportunities in all corners of the state, via digital empowerment. He also currently leads several Sarawak STEM initiatives, is an MBOT Professional Technologist, and a Project Management Professional (PMP). He started his career with PETRONAS, serving in upstream offshore operations, before expanding his skillsets working in a multinational start-up and an education-focused social enterprise. As a member of the International Development Design Network (IDIN), he has carried out short-term development design projects in several globally. He was educated at Melbourne and Oxford in engineering, and loves all things tech.

DR. KHAIRUL HAFIZ SHARKAWI

Head of Research and Product Development
Dr. Khairul Hafiz Sharkawi is the Head of Research and Development where his team focuses on building Sarawak digital research and development capabilities and innovation ecosystem through government-university-industry collaboration. He received his PhD in Geoinformatics (3D GIS) from Universiti Teknologi Malaysia (UTM). He has extensive experience as a researcher and well versed in planning, executing, consultation and managing research and development projects related to GIS. He has published a number of scientific publications and member of the Programme Committee for several international conferences.

ZAKARIA POLIT

Head of Technology Services
Zakaria holds a Bachelor of Information Technology degree from Universiti Teknologi Petronas (UTP) and started his career in IT as a Business Analyst/Tester in Telekom Malaysia in 2005.
He left Telekom Malaysia to dive into the arena of IT support with ATOS Origin Services as a helpdesk analyst, which gives him the experience in handling end-user / customers together with 1st and 2nd level technical support.
His career in IT took a different turn, as he joined another multinational company, Northgate Arinso Sdn Bhd as a Functional Test Consultant specializing in SAP HR. This opportunity has broadened his horizons as he has worked with teams all around the world and he has also been posted in international organizations such as Brunei Shell and AMP, Australia. As a certified Test Manager, he has been on projects with JPJ, CIMB and Takaful Malaysia too with his last gig in this domain is with British Telekom Malaysia.
He came back to Sarawak to continue his career with SACOFA as the Head of Technology, being passionate about IT service delivery and searching for new skill sets to add into his resume. In August 2021, he joined SDEC as he wants to participate and be a part of Sarawak’s Digital Journey, together with the intention to give back and contribute back to his roots.

ABANG BAHRIN MU'IZZADDIN

Head of Legal, Risk & Compliance
Passionate, motivated, and committed, our Bahrin has an extensive 15 years experience in Corporate Law. Before embarking on his journey in the corporate world, he had been an active legal practitioner for 6 years with various legal firms, handling several civil ligation and conveyancing matters.
With in-depth knowledge in contracting, Bahrin’s practice areas encompass advising on all legal matters, including negotiating, drafting, reviewing, and vetting all legal documentations and business arrangements with business partners, customers, and suppliers locally and abroad.
Bahrin has a strong grasp of the legal, regulatory system, especially when it comes to MCMC’s legal, regulatory framework following his appointment as the Regulatory Officer liaising with MCMC. It is no surprise that his previous company also appointed Bahrin to be a member in various external committees in the telecommunication industry. Bahrin is also well acquainted with the registration of the company with the Federal and State government agencies such as Unit Pendaftaran Kontraktor Dan Juruperunding under the Office of the State Financial Secretary, E-Perolehan under the Ministry of Finance, Construction Industry Development Board (CIDB), and Personal Data Protection Commission to name a few.
Sharing the same “Sik Lokek”- vision as SDEC, our Bahrin is always ready to share and pass on his knowledge to build up SDEC’s in-house legal expertise.

MINDA JAMES SEMILAN

Head of Digital Economy Project
Mr. Minda is an experienced technology delivery professional with 20 years of experience working with various multinational corporations such as Silverlake System, Standard Chartered Bank, Scope International, and CIMB Bank.
During his stint in previous companies, he had implemented banking solutions in various banks locally and in other countries such as China, Vietnam, Thailand, Indonesia & Singapore.
His main areas of specialization are Software Development, IT Operation, and Support & Project Management.
In 2017, he returned home to Sarawak and joined Sarawak Information Systems (SAINS), where he successfully led several key Digital Government initiatives such as Service Sarawak, Sarawak ID, and e-Kehakiman Sabah Sarawak.
Mr. Minda joined SDEC as Head of Digital Economy Project in October 2021 where he is responsible for implementing Digital Economy initiatives projects.
Mr. Minda holds a bachelor’s degree in Information Technology from Multimedia University and is a Project Management Professional (PMP).

AMBROSE WONG LING KAI

Head of Finance
Mr Ambrose is the Head of Finance and in charge of overseeing all aspects of SDEC financial matters. He graduated from Curtin University of Technology Sarawak Campus with a bachelor’s degree in Accounting and Finance. He is a member of the Malaysian Institute of Accountants (MIA) and a Certified Practising Accountant (CPA) Australia.
He has more than 16 years of experience in corporate accounting and finance, a record of accomplishment in implementation of GST, accounting system implementation, handling tax investigation by the authority, restructuring of cash flow and banking facility arrangements.
Before joining SDEC, he was appointed as Senior Manager at Transnational Insurance Brokers (M) Sdn Bhd handling both Finance and Administration Department.

RAZALI TALIB

Head of Business Development
A Degree holder in Information Technology (System Technology) from Universiti Malaysia Sarawak (UNIMAS), Mr. Razali started his career as System Analyst with BY Technologies Sdn Bhd.
Later, he advanced and progressively ventured into various Information Technology (IT) skills set ranging from IT solution, network infrastructure, system analysis, training, digital marketing, programming, and multimedia design. He has more than 6 years of experience in Telecommunication and Training and Education Industry respectively.
With his excellent and extensive experience in IT and Telecommunication industry, he was then offered to join SDEC as Head of Business Development responsible to foster long terms business relationship and expand potential business opportunities in transforming and digitalising Sarawak.

FREDDIE FR

Head of Corporate Communications and Public Relations
Freddie currently leads the Corporate Communications department, advancing SDEC’s strategic vision. His career, forged at the intersection of business and policy, spans multiple sectors, including a Sarawak statutory body, UK-based business advisory firm, telco & technology company, and an international FMCG corporation.
With a blend of commercial and political acumen of both international and local, Freddie has consistently demonstrated a proven track record in elevating brand equity, enhancing corporate reputation, and driving strategic growth.
He pursued studies in Communications Management & Policy and further read International Relations in the UK, and completed advanced masterclass programmes with London Business School and FTI Consulting UK.
His domain expertise revolves around Policy & Advocacy, Stakeholder Intelligence & Coalition-Building, Risk Remediation, and B2B/C PR.
Throughout his corporate journey, Freddie has made significant strides such as rolled out national-level advocacy campaigns, boosting media SOV for Japan Tobacco International. During his tenure as a subject matter expert in government affairs and stakeholder management at CelcomDigi (then Digi), he developed and owned company-wide stakeholder advisory and intelligence, architected internet democratisation narrative and scaled regional mass-market customer acquisition. He was also instrumental in executing Baker Tilly International’s global rebranding exercise for SEA region, and pioneered a crisis communications blueprint for Sarawak-owned GLC, resolving high-stakes issues involving government, activists, and media.

SALOMAH MUSS

Head of Human Capital and Admin Department
Puan Hajjah Salomah Muss began working for Southern Bank in Kuching where she spent her first five years in the financial sector. She subsequently joined Telekom Malaysia Bhd, where she worked in the Finance Department for almost 9 years. She was a Head of Human Capital and Administration for a telecommunications company and worked with the organisation for about two decades before joining SDEC.
Puan Hajjah Salomah has a vast skills and knowledge on company’s merger and acquisition, reorganisation and restructuring, human capital management and operation, as well as human resource planning and strategy.
She has a Diploma in Accounting and a Bachelor’s Degree in Business Administration.

LIEW FUI PHIN

Head of Consumer Business
Armed with an impressive 24-year working experience with Maxis Broadband Sdn Bhd, Liew started her career with the telecommunication giant as a Customer Care Consultant. Subsequently, Liew was promoted to Executive role and made her way up as Regional Retail Manager, Sarawak Region for Sales and Services.
Throughout her tenure with Maxis, Liew was responsible for expanding Maxis retail store businesses within Sarawak, handling end-to-end retails centre business performances, and ensuring sales and service targets were achieved. One of Liew’s biggest achievements was in opening and managing five new Maxis Centres in Sarawak within three months.
Her strengths are in applying her entrepreneurial skills by driving change and continuous innovations; demonstrating strong leadership skills through clear communication, firm decision-making, and effective relationship management; as well as applying solid analytical and problem-solving skills to managing any given tasks.
Liew holds an advanced diploma in Business Administration. Prior to working with Maxis, she also served in the banking industry with Bank Bumiputra Malaysia Berhad and MBF Finance Berhad.
